The Forest Service faces extraordinary challenges in restoring forest land across the Western US to reduce the risk of catastrophic wildfire. As fire suppression has taken up more of the Forest Service’s budget, 15% in 1995 to 57% in 2017, preventative efforts such as restoration are sidelined, putting homes, habitats and lives at risk. What if the Forest Service could access capital from the private sector to accelerate the pace of forest restoration? A new financial instrument, called the Forest Resilience Bond, enables private capital to invest in natural resources by placing a value on ecosystem services.
