Better Measures: Assessing Community Need, Social Impact and Financial Return in Impact Investments
Lori Chatman, President, Enterprise Community Loan Fund, Enterprise Community Partners
People committed to community development know that measuring an impact investment’s social return has proven far more challenging than tracking its financial return. How can you evaluate – in a cost-efficient way – if your dollars are creating better opportunities for residents, especially in lower-income neighborhoods? To build on our knowledge and experience from assessing our work in affordable housing and community development, Enterprise Community Partners is introducing Opportunity360, a powerful new tool whose innovative approach helps investors and others assess opportunity for individuals and communities. By focusing on five key factors – housing stability, economic security, education, health and wellness and mobility – this resource offers a multi-faceted view of conditions in any census tract, zip code or city. The result: a deeper understanding of a community and how investments can respond to opportunity gaps. In this presentation, Enterprise will discuss our approach to impact investing, demonstrate how Opportunity360 can inform the strategy of any organization, and show how carefully considered investments helped transform one Baltimore neighborhood.
